Victor Appleton was not a person but a number of people. Part of the Stratemeyer Syndicate, the brain child of Edward Stratemeyer (October 4, 1862-May 10, 1930). Stratemeyer created Stratemeyer Syndicate to produce books in an efficient, assembly line fashion. He created several series including: The Rover Boys; The Hardy Boys, The Bobbsey Twins; Tom Swift; Nancy Drew; Dave Porter; Motor Boys; Baseball Joe; Moving Picture Boys; Outdoor Girls, just to name a few. He found he could no longer jungle multiple volumes of multiple series so he started hiring ghostwriters. After he passed away, his two daughters inherited, with the one selling out her share to the other, Harriet Stratemeyer Adams. She created other series like Dana Girls; Tom Swift, Jr., etc. The public didn't know the syndicate existed until the late 70s when Grosset & Dunlap sued for breach of contract. The Syndicate always went through great lengths to hide its existence and the ghostwriters were contractually obligated never to reveal their authorship.
