In a post-apocalyptic world, there's a million-to-one chance that Steve Vannevar can succeed where the rest of the Suicide Squad had failed. Succeed, that is, in traveling back in time -- reaching back into the months or weeks before that first attack, and persuading the nations of the Earth to hold their fire for the sake of the human race.
