Anticipating a natural disaster that would destroy life on earth, twentieth century scientists developed a way for mankind to live underwater. Although, five centuries later, the land is, once again, suitable for human life, most have found life underwater preferable to life on dry land. A small group of "Traditionalists," led by power hungry Governor Kellman, are ready to return to land. At the same time, Lisa Bauer, an anthropologist, discovers that some small pockets of humans have survived on land, although existence is extreamely difficult. This discovery leads to a series of events that threaten both civilizations and a love that has crossed the boundaries of two societies.
