Mike's father says if it weren't for all that dratted red tape, all the forms you have to fill out and sign, maybe their neighborhood would get fixed up. That gives Mike an idea. Soon he's the leader of the highly secret Red Tape Gang. They're going to fix things up, fast. No red tape!

At first Mike has fun, acting sort of like Robin Hood. But then the gang takes the case of an old abandoned house in the neighborhood. Has the Red Tape Gang stumbled onto a gang of criminals?
