A Cure for the Meanies — David Silva

As Meanie the Witch, Dotty stars as a very cranky little witch whose faulty broom forces her to make an emergency landing in Balloony Town, where balloons grow on trees and everyone is happy. Although she manages to burst everyone's balloons and spread meanness and misery wherever she goes, the people of Balloony Town prevail by showing that love and generosity can change a person's heart.
