When Detective Inspector Eric Moran was given the Theora Folger murder case, he found it was linked to the murder of Sue Garrity, the niece of the City Treasurer of Los Angeles. Moran knew who the killer was, but needed to pin down the motive. Without that, Moran could not take the case to the City Attorney's office... Then, when he did find it, he also turned up another suspect who was, although he had not committed the murders, more guilty than the murderer.
