Dekker and his horrible companions have become involved in the illegal business of selling water to the citizens of a city wracked by drought. But they are soon to come into contact with the original Religious Enforcer, Seth Charles, a conflicted and some say a deranged individual, who has been dispatched by the new Governor-General to ensure that the people of Sydney pay their taxes and follow the one true religion of Cykam.
