There's a mystery at Slow Street, and the Anti-Harriet League -- the kids who are afraid of Harriet the troublemaker -- think Harriet is the phantom. So they hatch a plan to get Harriet. They need gloves (so as not to leave fingerprints), masks (to conceal their identities), and ropes (to tie up Harriet). Will their plan work? Can they get Harriet?...Or is there really a phantom on Slow Street?
