The First One is the Hardest — John Layman

Jack Latham is an honest cop. While certainly not the poster child for departmental recruiting, he has always worked within the law to see justice done. Years of butting heads with his supervisors have left him burnt out. Now, for the second time in his career, Jack has to deal with a progressively savvy killer. The law enforcement bureaucracy is serving to protect the killer and to allow him to claim even more victims. Latham faces the professional and moral test of how to protect those would-be victims and stop the killer while staying true to his oath. Will justice prevail or will Latham become yet another victim of the system?
