Camille Richard, a young FBI agent, discovers that a nuclear bomb has been smuggled into Texas with the intent to destroy Houston and its many oil refineries, cutting the heart out of America's energy industry. But the bomb is stolen. Was it an outsider, or did one of the conspirators betray his fellows? If not Houston, what is the new target? The upper levels of government in Washington are in an uproar, trying to stop a plot they don't know and to keep a public from panic. Clues are few, and perhaps misleading. The source of the bomb and the nation behind the plot are unknown.
