But now, a secretative organization--The Project--is building a new metropolis in Wyoming. Its backers plan to populate the upstart city with homeless and nearly homeless people. And liberals!Young, smart, and attractive, Sabrina Adams may be the best community organizer her age in the country. But community organizing is a low-paying profession, and she's struggling financially. On top of that, funding for her current position is drying up, and a stalker is threatening to kill her.The Project offers Sabrina a job as a community organizer for the new city's challenging residents.
