A humanitarian aid agency in Europe is being used as a front to smuggle arms into a drought-ridden African nation on the brink of starvation.

Mack Bolan's hunt begins in Rotterdam, where a grim play of cross and double-cross deals the Colombians, corrupt Dutch officials, local narcotraflickers and an innocent American woman into the game.
