Even before Russia sold Alaska to the United States, in 1867, uncontrolled hunting for almost anything that would produce fur or leather was hunted extensively by many countries.The greater part of the Alaska Territory had little or no enforcement of the laws, sketchy at best, throughout the entire territory. There were local deputy sheriffs in some of the boroughs, like Wrangell, but their authority extended only to the outskirts of the borough, leaving the rest of the Alaska Territory to be used and abused by men and companies to get rich quick by whatever means.
