As public health nurse, Mina Anne Richards' chief job was to cater to the illnesses of transient migrant workers afflicted by lack of proper water, sanitation, food and housing. The problem was a particularly knotty one because of the attitude of much of the Northwest community, who were glad to employ cheap labor but had no concern for the well-being of the workers who were eager, in fact, to see them depart once the work was done.

Louis Marquam, assistant county health officer, did his best but, like Mina Anne, was constantly hampered by lack of understanding and political pressure. And one of the most disapproving of the dedication of Mina Anne and Dr. Marquam was the nurse's finace, a status-conscious young man of fairly rigid social standards.
